Indonesia fights fires it allows to start. The 2026 response was built for the hours after ignition: 43 helicopters, 15 fixed-wing aircraft and cloud seeding in six provinces, with district money flowing fastest once emergency status was declared. Prevention money moved least: one village in West Kalimantan Province had no fire-prevention budget, and unpaid volunteers died on the fire line.
